Information on the future update of the Agency IT tools: IUCLID and REACH-IT

The European Chemicals Agency is going to update its IT tools in support of the REACH and CLP Regulations in order to take into account the latest changes in the legislation and to support additional dossier types.
Helsinki, 17 February 2011 - ECHA is planning to update its IT tools to comply with a new amendment of the CLP Regulation and to support the submission of new dossier types foreseen by the REACH regulation.
The upcoming amendment of the CLP Regulation, expected to be published in March 2011 (2nd Adaptation to Technical Progress), incorporates changes to the Classification and Labelling. For example a new M-Factor will be added for the environment. At the same time ECHA is adapting IUCLID and developing REACH-IT so that new dossier types can be submitted such as the Downstream User Report (Article 38 of the REACH Regulation), the Notification of Substance in Articles (cf. Article 7(2) of REACH) or the Application for Authorisation (cf. Article 62 of REACH). More information and users manuals for these dossier types will follow in the near future.
IUCLID 5.3 and REACH-IT 2.2 synchronisation
Due to these important modifications, the next version of REACH-IT (2.2), which is scheduled to go live at the beginning of April, will only accept the latest IUCLID 5.3 format.
In order to allow time for the transition to the new IUCLID version, IUCLID 5.3 will be released to the public one month before REACH-IT, i.e. at the beginning of March. This will allow users to prepare for the transition from IUCLID 5.2 to IUCLID 5.3 and adapt any internal procedures based on the new version.

IUCLID plug-ins
With the launch of REACH-IT 2.2 in April, the IUCLID plug-ins Chemical Safety Report (CSR), the Technical Completeness Check (TCC), the Dissemination and the Fee Calculation Tools will also be made available for updating on the IUCLID website.
Effect on the submission of dossiers to ECHA
In order to prepare for the submission of dossiers in REACH-IT 2.2, users will have to install IUCLID 5.3 and create dossiers directly from the new version of IUCLID.
This means that if you are preparing a dossier with IUCLID 5.2, you will have to submit it before the release of REACH-IT 2.2 in April. As indicated above, REACH-IT 2.2 will only accept dossiers submitted prepared with IUCLID 5.3.
Note that it will still be necessary to use IUCLID 5.2 for any dossier submissions to ECHA until REACH-IT 2.2 has been released.
Migration of data
The migration of data (e.g. existing datasets on substances) in your local IUCLID database to the new format will happen automatically after downloading the new IUCLID 5.3 application.
