For the substances on the Candidate List that are prioritised, ECHA has developed a draft recommendation of substances for inclusion in Annex XIV. This draft recommendation and its reasoning is composed of a table describing what should be inserted in Annex XIV (which can be consulted here) and the documents providing the justification for each recommended insertion in Annex XIV for each substance (see table below for links to these documents).

These justification documents have been prepared on the basis of the background reports developed by ECHA. The reports are available on the consultation page on the priority setting.

Interested parties are invited to submit comments on the draft recommendation and its reasoning by 14 April 2009, in particular on uses which should be exempted from the authorisation requirement. The commenting forms provided in the table below should be used. It would facilitate the process of evaluating comments, if these could be submitted in English.

An outline of the general approach used to develop the draft recommendation is available below.

Note: The consultation is subject to data privacy rules available below. In general ECHA may publish all comments and information received on its website. However interested parties can also submit confidential information, which will only be made available to ECHA, including its Committees. In that case a justification must be given by the submitting party as to why the information submitted is considered confidential. If confidential information is submitted a non-confidential version of the submitted information is requested. Detailed instructions are provided in the commenting form.
