Candidate List of Substances of Very High Concern for Authorisation

Candidate List updated with four new SVHCs

The European Chemicals Agency has added cadmium chloride, a phthalate and two boron substances to the Candidate List, which now contains 155 substances.

Cadmium chloride is a carcinogenic, mutagenic, toxic for reproduction (CMR) substance and is also identified as being of an equivalent concern based on probable serious effects to human health, specifically due to the effects on kidney and bone. The three further substances are identified as being toxic for reproduction. They are: 1,2-benzenedicarboxylic acid, dihexyl ester, branched and linear; sodium peroxometaborate and sodium perborate.

New CLP support pages provide simple guidance on the classification of mixtures

Are you an importer or a formulator of mixtures within the EU/EEA? The new CLP pages offer support to those companies who need to classify mixtures to meet the classification requirements of CLP. The information presented is mainly based on the ECHA Guidance on the application of CLP criteria and the Guidance on labelling and packaging. A translated version of the pages will be made available by the end of summer. The new mixture classification pages were developed in a joint working group of national CLP helpdesks and ECHA.

RAC and SEAC agree on restriction and authorisation proposals

The restriction proposal for nonylphenol/nonylphenol ethoxylates and one further authorisation application for phthalates were agreed by both RAC and SEAC.

The latest R4BP release improves the user interface and integrates new search functionalities. In parallel, ECHA also makes new processes available to support applications for provisional authorisations and the renewal of national authorisations subject to mutual recognition.

Registry of Intentions updated

One new intention and two new submissions for harmonised classification and labelling have been added to the Registry of Intentions.

The new intention is: fipronil (CAS 120068-37-3).

The new submissions are: 2-methyl-1-(4-methylthiophenyl)-2-morpholinopropan-1-one (EC 400-600-6), and a reaction product of paraformaldehyde and 2-hydroxypropylamine (ratio 3:2).

Restrictions

Two new intentions have been added to the Registry of Intentions. The new intentions are: octamethylcyclotetrasiloxane (D4) and decamethylcyclopentasiloxane (D5); and grill lighters fluids and fuels for decorative lamps labelled R65 or H304.

Consultation on SEAC's draft opinion on the restriction proposal for the use of nonylphenol and nonylphenol ethoxylates in textiles

A public consultation has been launched on the draft opinion of the Committee for Socio-economic Analysis (SEAC) on a restriction proposal for nonylphenol (NP) and nonylphenol ethoxylates (NPE) in textiles. SEAC (as well as RAC) supported the restriction on NPE in textiles but did not find sufficient evidence in support of a restriction on NP.

The deadline for comments is 18 August 2014. SEAC will consider these comments in its final opinion. In autumn 2014, ECHA will submit the opinions of RAC and SEAC to the European Commission.

Public consultation on bisphenol A in thermal paper

France has submitted a report proposing a restriction on the placing on the market of bisphenol A (BPA; 4,4'-isopropylidenediphenol) in thermal paper. ECHA welcomes feedback concerning the use of bisphenol A as a dye developer in thermal paper and any alternatives to this use. In addition, the public are invited to respond to specific questions that have also been posed in the webform for commenting.

This consultation is open from 18 June 2014 to 18 December 2014. ECHA's Scientific Committees welcome early comments by 1 September 2014 to assist them in the first discussions of the proposal.

Public consultation on inorganic ammonium salts in cellulose wadding insulation materials

France has submitted a report proposing a restriction on the placing on the market of inorganic ammonium salts in cellulose wadding insulation materials. ECHA welcomes feedback concerning the use of inorganic ammonium salts as additives for flame retarding properties in cellulose-based wadding insulation materials. Specific questions on certain aspects of the proposed restriction (e.g. availability of alternatives) have also been posed.

The consultation is open from 18 June 2014 to 18 December 2014. ECHA's Scientific Committees welcome early comments by 1 September 2014 to assist them in the first discussions of the proposal.

OECD guidance for characterising oleochemical substances

The OECD has published a guidance for characterising oleochemical substances. The guidance is considered complementary to the ECHA Guidance for identification and naming of substances under REACH and CLP. As such, companies manufacturing or importing oleochemical substances are recommended to follow this guidance when preparing substance identification information to be included in their REACH and CLP submissions.

Workshop on the safe use of chemicals by SMEs: "SMEs: time to update your CLP labels!" - register now

The workshop, organised by the European Commission with the European Chemicals Agency, aims to address the challenges faced by companies and in particular SMEs to comply with the new rules for classification, labelling and packaging of mixtures introduced by the CLP Regulation (Classification, Labelling and Packaging of Hazardous Chemicals).

The event will bring together stakeholders such as industry associations, business support organisations, trade unions, and consumer associations, as well as competent authorities and the national CLP helpdesks. All organisations whose members need to know about and/or comply with the regulation are invited to participate and to contribute to the discussions.
