ECHA proposes a new batch of SVHCs for authorisation

ECHA has recommended a new batch of substances for authorisation to the European Commission. Four of them have hazardous properties for human health being classified as carcinogenic, toxic for reproduction or respiratory sensitisers. The fifth entry comprises an SVHC which has effects to the environment due to its degradation to a substance with endocrine disrupting properties.

The recommended substances, including examples of their uses in the scope of authorisation, are: N,N-dimethylformamide (DMF), diazene-1,2-dicarboxamide (C,C'-azodi(formamide)) (ADCA), Aluminosilicate Refractory Ceramic Fibres (Al-RCF), Zirconia Aluminosilicate Refractory Ceramic Fibres (Zr-RCF), and 4-(1,1,3,3-tetramethylbutyl)phenol, ethoxylated (4-tert-Octylphenol ethoxylates) (4-tert-OPnEO).

Consultation to revise current harmonised classification and labelling for chloralose

ECHA has started a 45-day public commenting period on the proposal for harmonised classification and labelling (CLH) for chloralose (INN); (R)-1,2-O-(2,2,2-trichloroethylidene)-α-D-glucofuranose; glucochloralose; anhydroglucochloral. The dossier submitter, Portugal, proposes revision of the existing minimum classification for acute toxicity and adding classification for specific target organ toxicity – single exposure and hazardous to the aquatic environment. The substance is used as a rodenticide in the EU. The public consultation opened on 11 February 2014 and the deadline for submitting comments is 28 March 2014.

Registry of Intentions updated

CLH

Five new intentions and two new submissions for harmonised classification and labelling have been added to the Registry of Intentions. The registry has also been updated with two withdrawn proposals.

The new intentions are: S-methoprene; isopropyl (2E,4E,7S)-11-methoxy-3,7,11-trimethyl-2,4-dodecadienoate;

cyproconazole (ISO); (2RS,3RS;2RS,3SR)-2-(4-chlorophenyl)-3-cyclopropyl-1-(1H-1,2,4-triazol-1-yl)butan-2-ol;

iprovalicarb (ISO); isopropyl [(2S)-3-methyl-1-{[1-(4-methylphenyl)ethyl]amino}-1-oxobutan-2-yl]carbamate; and two intentions for fibres, for which the previous proposals have now been withdrawn by the dossier submitter.

The new submissions are: fenpyrazamine (a new proposal following the withdrawal of the dossier in December) and cyanamide.

The consultations for applications for authorisation close on 9 April 2014 (23:59 Helsinki time). Contributions on feasible alternatives to the uses applied for are welcome as soon as possible.

Fourth meeting of the Biocidal Products Committee

The Biocidal Products Committee (BPC) met from 11 to 12 February 2014 in Helsinki and discussed draft opinions on the substances permethrin and cocoalkyltrimethylammonium chloride (ATMAC). Permethrin will be further discussed at the next BPC meeting and ATMAC will be held back until a further draft opinion on this substance is ready for discussion, probably in 2015. In addition, the BPC agreed on the establishment of the ad hoc Working Group on Environmental Exposure and discussed further details of the working procedure for Union authorisation.

Biocidal Products Committee

Updated Guidance on the compilation of safety data sheets translated into 22 EU languages and published on the ECHA website

ECHA has published translations into 22 EU languages of the updated Guidance on the compilation of safety data sheets (SDSs).

The Guidance was recently amended by updating and including into an Appendix information on extending the SDS which was previously contained in Part G of the Guidance on Information Requirements and Chemical Safety Assessment. The English version of the updated guidance had already been published immediately after finalisation of the consultation procedure in December 2013. The translations of the full updated guidance in the full range of EU official languages have now been published on the ECHA website.

Workshop on the applications for authorisation on chromates on 27-28 March 2014

Cefic and Eurometaux will organise with ECHA a workshop on the submissions on upcoming applications for chromates. The workshop will focus on the sequencing of the submissions to facilitate an efficient management of the applications. Up to 70 potential applicants from manufacturers, formulators and downstream users can participate. The workshop will be held in Brussels from 27 to 28 March 2014.

The key terms related to biocides can now be found on ECHA-term in Croatian. In total, the database contains 810 entries in Croatian (including REACH and CLP terminology and the substances of very high concern). More terms related to biocides will be available in 23 EU languages later in March

Fifth seminar on applications for authorisation

Save the date 28-29 April 2014

From 28 to 29 April 2014, ECHA will host a new edition of this event which already took place in the three previous years. The aim is to raise the overall understanding of potential applicants on the authorisation application procedure through presentations, discussions and feedback from industry.

 

Please note that the number of attendees for both the seminar and the workshop is limited. The participants will be selected through an application process which will be open from 17 February until 14 March.

From 29 to 30 April 2014, ECHA will organise a workshop for stakeholders with an advanced knowledge on the authorisation process. They comprise companies who have prepared or are in the process of preparing an application. The focus for this workshop will be on sharing experience between previous and future applicants and for ECHA to get feedback on the workability of the application process.
