As the name suggests, SIEFs are there to ensure that data is shared. Keep that in mind as you work in your SIEF.
This web section gives a brief overview of the critical information on SIEFs and how to prepare for registration under REACH. It also provides links to the most important guidance and other support documents published by ECHA.

Pre-SIEF
The concept of pre-SIEFs was not foreseen in the REACH Regulation, but was introduced, with support from industry, to bring pre-registrants together and facilitate SIEF formation. This page provides information on how REACH-IT allows a pre-registrant to see who else has pre-registered the “same” substance.
SIEF Formation
The transition from pre-SIEFs to SIEFs happens outside REACH-IT and the responsibility lies with companies. A SIEF is formed when companies have agreed that their substance is the same. General best practice is provided on this page.
SIEF Duties
SIEFs consist of companies that pre-registered substances with the same chemical identity, and other organisations that have indicated they own data on the substance. The duties of participants in SIEFs are explained here.
Lead Registrant
The Lead Registrant (LR) is a mandatory role in a SIEF, although REACH does not specify the rules for their election. This page explains the duties and commitments of the Lead Registrant, acting with the agreement of the other assenting registrants.
Data Sharing
Data sharing is mandatory for studies on vertebrate animals. REACH has several provisions to facilitate the sharing of data between registrants. This page provides the general concepts of data sharing.
Registration
When potential registrants in a SIEF have shared and assessed the available data, the LR prepares the common parts of their registration dossier, the so-called joint submission. This page provides information on how the joint registration is to be prepared and jointly submitted.

A number of companies have developed software tools to try to help SIEF formation. ECHA has been made aware of a number of them and they are listed here.
