Request a registration number for a notified substance under Directive 67/548/EEC
All substances, that have been notified under Directive 67/548/EEC (also called NONS) and have a recognised notification number, transferred into REACH and will be regarded as already having been registered under REACH (at the relevant tonnage band).
According to article 24 of the REACH regulation, the European Chemicals Agency (ECHA) have to assign registration numbers, by 1st December 2008, to all notifications made in accordance with Directive 67/548/EEC.
The Agency has assigned registration numbers to all notifications and will distribute them upon request of the notification’s owner, via REACH-IT. This is conditional upon the claimant's details specified in REACH-IT matching exactly those contained in the notification file..
After 5 January 2009, the module will still be available in REACH-IT to claim your registration number.
Note: To claim your registration numbers, you first have to sign-up in REACH-IT to allow the identification of your company.
What you need to do to request a registration number for a notified substance:
-
Account creation in REACH-IT: You must sign-up in REACH-IT (as explained in the "Sign-up" page) to create an account and be able to claim your registration number.
-
We strongly recommend you first read the Questions and Answers on NONS, as well as the Industry User Manual (IUM- Part 10) before requesting your registration number.
-
Preparation of your claim: Prepare in advance the claimant’s details that will be requested in the REACH-IT module:
- Notification and ELINCS numbers of the notified substance
- Notifier name, city and country exactly as specified in the notification (section 0.2.10 of SNIF file)
- If relevant: Individual letter(s)/contract(s) from the non-EU manufacturer you represent declaring that you have been appointed to be their Only Representative under the REACH regulation for the notified substance. The letter(s) should be in .pdf format and written in one of the Community language
- If relevant: Letter/contract from the previous Sole Representative declaring that he will no longer act a Sole Representative and that he agrees to transfer his duties to you as Only Representative under the REACH regulation for the notified substance. The letter(s) should be in .pdf format and written in one of the Community language
-
Claiming to ECHA: Claim your registration number: using the REACH-IT portal.
Note: The claimants have to sign-up in REACH-IT for each role they represent (i.e. domestic manufacturer, importer or sole representative) and submit their claim for NONS, using the appropriate REACH-IT account.
Provided that your details specified in REACH-IT match those of the notification, REACH-IT will automatically provide the registration number. If the details do not match, REACH-IT will not grant any registration number and the notifier will have to contact the relevant Member State Competent Authority (MSCA) to clear-up the situation (see list of MSCA contact details below).
