Preparing an SVHC dossier

The SVHC dossier is to be prepared in a IUCLID5 file that contains an annexed report in accordance with the requirements given in Annex XV of REACH. This report shall include a proposal for identifying the substance as SVHC according to Article 57 (a, b, c, d, e and/or f) and a justification on how the substance fulfills these criteria (part I). In case of substances proposed to be identified according to articles 57 (a, b or c), a reference to the entry in Annex VI of the CLP regulation is sufficient. In part II of the Annex XV report information on volumes, uses, releases and alternatives is gathered. In case the substance is identified as SVHC and included in the Candidate List, such information is used in the follow-up processes, namely prioritisation and recommendation for inclusion in Annex XIV of REACH.

Submitting the SVHC dossier

Currently Member States can submit SVHC proposals by e-mail or via CIRCA. Submission of Annex XV SVHC dossiers through REACH-IT is under development.
