In addition, the biocides guidance webpages are updated to provide information on the Transitional Guidance documents and updated information on the new guidance structure.

Helsinki, 28 May 2014 - The European Chemicals Agency (ECHA) has published three Transitional Guidance documents for the Biocidal Products Regulation (BPR):

  • Efficacy Assessment for Product Type 21 Antifouling Products
  • Efficacy Assessment for Preservatives
  • Mixture toxicity assessment for biocidal products for the environment

These Transitional Guidance documents have been developed by ECHA and the Member States competent authorities (MSCAs) taking into account the elements described in the Technical Notes for Guidance for Biocides under the former legislation – the Biocidal Products Directive (BPD). Three documents have been published of which two provide technical advice on how to perform efficacy assessments and the third document provides technical advice on how to perform the mixture toxicity assessment on biocidal products with respect to the environment.

Background Information

Transitional Guidance

Transitional Guidance is a type of document that is being made available to Stakeholders until such time as the relevant new document is ready for publication. They are documents initiated under the "old" Biocidal Products Directive that have been finalised before the relevant new Guidance document under the Biocidal Products Regulation is ready. The documents are discussed and supported by the working groups/adhoc working groups of the Biocidal Products Committee (BPC) and the majority undergo a consultation with the Biocidal competent authorities and accredited stakeholder organisations; please see the ECHA website and Biocides Guidance webpage for more information on consultation of transitional guidance.
