ECHA to review completeness of registrations
Certain REACH registration dossiers will be reopened for a new completeness check. The first set will be the charcoal dossiers, which were recently subject to a decision by the Board of Appeal. The Agency will look at the completeness of information and whether the joint submission obligation has been fulfilled.

REACH 2018 Roadmap progress report sums up the milestones achieved so far
The document reviews and reflects the status of the roadmap in the end of 2015. It complements the original REACH 2018 Roadmap published in January 2015.

Update to the list of substances potentially subject to compliance checks
ECHA has updated the list of substances that might be chosen for compliance checks. The list includes 57 new substances. Registrants are advised to check this list and if needed, update their related registration dossiers by 13 June 2016.

Restriction dossier for four classified phthalates submitted
ECHA submitted a proposal to restrict four classified phthalates in articles on 1 April 2016. The phthalates proposed to be restricted are diisobutyl phthalate (DIBP), dibutyl phthalate (DBP), benzyl butyl phthalate (BBP), and bis(2-ethylhexyl) phthalate (DEHP). This is the first submitted restriction dossier resulting from the implementation of Article 69(2) of REACH, which requires ECHA to assess the use of substances on the Authorisation List in articles when the sunset date for the substances has passed. ECHA's committees are currently performing a conformity check on the dossier. ECHA has already published the dossier on its website, thereby implementing a change to the previous practice to publish dossiers only after they were agreed to be in conformity. The aim is to increase transparency and to help stakeholders prepare for the six month public consultation on the dossier (expected mid-June 2016 if the dossier passes conformity).

Opinion trees and checklist for evaluating applications for authorisation
ECHA has published opinion trees for use by RAC and SEAC in concluding on authorisation opinions and making recommendations in a consistent and efficient manner. ECHA has also published a checklist to support RAC rapporteurs to appraise applications for authorisation. A similar checklist for SEAC rapporteurs has previously been published. ECHA hopes that these documents may also be useful to applicants in understanding how the committees evaluate applications.

Substitution of hazardous chemicals survey – respond by 29 April
ECHA invites industries and consultants to respond to a survey aiming to better understand the current capacity of companies to substitute hazardous chemicals and to help determine capacity building needs. This survey is made in collaboration with the European Commission's DG Environment, University of Massachusetts Lowell and Risk & Policy Analysts Ltd.

Authorisation granted for three uses of dibutyl phthalate (DBP)
The European Commission has granted an authorisation to Deza a.s., Czech Republic, for the following three uses of dibutyl phthalate (EC 201-557-4; CAS 84-74-2):

as an absorption solvent in a closed system in the manufacture of maleic anhydride;
-
in propellants;
-
industrial use in ceramic sheets and printing pastes for production of capacitors and lambda sensor elements.
The review period for the first two authorisations will expire on 21 February 2027, and for the third - on 21 February 2019. The Commission has made 41 authorisation decisions in total.

New online tools for submitting information to poison centres
Under a draft CLP Implementing Regulation, importers and downstream users placing hazardous mixtures on the market will be responsible for submitting information to poison centres in the relevant Member States. New online tools and a harmonised EU format will help companies to submit this information.
